Organized Sexual Abuse and Family Controlled Commercial Sexual Exploitation of Children

Family-controlled commercial sexual exploitation of children (FC-CSEC) and organized sexual abuse remain significantly underexamined within dominant child exploitation frameworks, despite growing evidence of their prevalence and severity. Data from Polaris indicates that approximately 40% of adult survivors of sexual exploitation report that their trafficking began with a family member or caregiver. When exploitation is perpetrated by a parent or occurs within an organized abuse context, children are entrapped through dependency, attachment, coercion, and systemic control in ways that differ substantially from more commonly recognized extra-familial forms of CSEC. This training explores the unique dynamics, mental health impacts, and systemic challenges associated with FC-CSEC and organized sexual abuse. Organized sexual abuse—defined as sexual exploitation perpetrated by multiple offenders acting in concert—often co-occurs with family-controlled exploitation and is associated with earlier onset of abuse, rapid escalation to severe forms of harm, prolonged duration, and significant risk for complex trauma and dissociation. These factors complicate identification, disclosure, and intervention, particularly when current screening tools, investigative approaches, and service models are not designed to account for caregiver-perpetrated control. Presented by a survivor-leader and a clinical social worker, this session integrates lived experience with trauma science, clinical practice insights, and systems-level analysis. Participants will gain an expanded framework for understanding FC-CSEC and organized sexual abuse, identify critical gaps in current responses, and explore implications for assessment, engagement, and service provision. The training calls for more targeted, informed, and survivor-centered approaches to effectively protect and support children harmed within family-controlled and organized abuse environments.

Laurie Krull is a trauma therapist with 35 years of experience in complex trauma treatment. She is the Clinical Director of Mezzo Allies, survivor-led nonprofit addressing family-controlled trafficking and organized abuse. Laurie’s work bridges clinical insight with equipping professionals to recognize and respond to deeply hidden forms of exploitation.

Kait Gannon is a survivor-leader and Executive Director of Mezzo Allies. Her background includes victim advocacy in Washington DC, suicide prevention training in Buffalo, and healthcare leadership in underserved communities.
